XWork should fail-fast when it encounters any configuration errors, rather than logging them as errors and continuing. If we find any down the road that shouldn't cause an exception, then we should still handle it differently than just throwing a log error. In general, I'd like to get away from anyone needing to look at XWork logs for anything other than debugging.
