Often people reporting problems where and how to place the configuration file oscache.properties.

Hence the Config::loadProps() method has to be enhanced by using different class loaders as the context class loader, system class loader etc.

oscache.properties loading improved by trying to use the current thread context class loader and output full path to property file to allow easier failure tracking
